While troubling, I think that's just the odd mathematics of human nature.
Just look at other historical issues:
During the American Revolution, about a third of the population were tories, a third were patriots, and a other third just went along with the guy who was winning at the time to make their lives easier.
The American electorate is similarly divided with 1/3 conservative, 1/3 moonbat, and 1/3 clueless sheep. The military may be a few percentage points better than that in our perspective by virtue of the fact that that the volunteer military by its nature attracts more patriots, but people are still people.

There is a push to bring immigrants into the military. They would be much more amenable to ‘disarming’ citizens, as they are not citizens themselves, and most likely have no love for the Constitution or liberty. They would be in it for the money, (citizenship offer), I’d bet.

All it takes is someone to close the valves, shut down the grid, and stop the food shipments, and cold, hungry, and thirsty people will do what they must (and are told) with few exceptions after one or two weeks.
Images of the survivors, should they even get out will be used to emphasize the emergency in the State controled media.
It can be made to look like anything from a hacker attack to a series of terrorist bombings, or done in concert with a natural disaster.
Government, of course, will be there to help 'solve' the crisis they created, and it will be unfortunate that so many lost their lives, but the State edited media will tell us to look at how many were saved!
Troops will only have to deal with the holdouts, who will be branded readily as criminals and extremists, not the entire population, and no one will be there to witness the artillery or air strikes...
Not do-able? For those who are determined and do not care about the Constitution, a piece of cake.
All federal prisons that have been long located on or near military bases. By the way, the federal prison is not on Vandenberg AFB, it is the Lompoc federal prison located between VAFB and Lompoc. I passed it every morning on my way from Lompoc to VAFB during the time I trained there.
Does/do the instigator(s) of this piece own large stocks in tinfoil?
