Well, there ya have it. If ICLEI is "applauding" it, you know it's a steaming pile of dung that will completely screw us in the end. KILL THE HSR PUSH. It is an extremely important factor in their delusional eco-utopian plan, and if taken out, will cramp their agenda in a big way.
Oh, and we can't afford it.

...the World Congress of Local Governments for a Sustainable Future, at the United Nations in New York. Established as the International Council for Local Environmental Initiatives, the official name is now ICLEI-Local Governments for Sustainability.I just had to find out what ICLEI meant.
Note the enigmatic, subtler acronym, which masks the dreaded word 'environmental,' which can always be relied to consist of half a dozen neurotics out to control the world, or as much of it as they can persuade to drink the ignorance kool-aid.
"Sustainability" has more of the illusion that it might be voluntary.
