Well, there ya have it. If ICLEI is "applauding" it, you know it's a steaming pile of dung that will completely screw us in the end. KILL THE HSR PUSH. It is an extremely important factor in their delusional eco-utopian plan, and if taken out, will cramp their agenda in a big way.
Oh, and we can't afford it.

...the World Congress of Local Governments for a Sustainable Future, at the United Nations in New York. Established as the International Council for Local Environmental Initiatives, the official name is now ICLEI-Local Governments for Sustainability.
I just had to find out what ICLEI meant.
Note the enigmatic, subtler acronym, which masks the dreaded word 'environmental,' which can always be relied to consist of half a dozen neurotics out to control the world, or as much of it as they can persuade to drink the ignorance kool-aid.
"Sustainability" has more of the illusion that it might be voluntary.
