Steely Dan is an awesome band.

So smooth, technical and very tight.

“Gabriel wrote this about his break with Genesis and anticipation of his new challenge as a solo artist. He was inspired after seeing a Bruce Springsteen concert.”

Now, it is just the web, but I can give you multiple sources backing up that the song is about his departure from Genesis to go solo.

Boston WOW

Saw them live, sort of, they played a recording for 18,000 plus fans and pretended to play instruments because they couldn't play their stuff live.

One of the remarkable things about that song “Solsbury Hill” is that it can be interpreted in so many ways. Even the name of the song is intriguing: I read somewhere that “Climbing up Solsbury Hill” was a code phrase used by British military intelligence in the early 1940s for their effort to get the U.S. involved in World War II on their side.
