Well....lemme see. If that is the actual language this guy wants to use, then he should do it. A tax on bullets. That will only affect people who do their own reloading.
I, for one, do not buy bullets. I buy cartridges.

All it would do is put legal area ammo dealers out of business, which may be what he has in mind..
In all my years selling ammo in the hardware store never once did anyone I would suspect as gangbanger material come in to buy ammunition.
