We already knew they had them or those 30,000 dead bodies were killed by an Amish gas balloon. Of course, they knew how to build and deliver WMD. What is so puzzling?

We saw a nation that previously looked for lebensraum by overtaking Kuwait and a nation that everyone ... and I mean EVERYONE said had WMD’s.
He had used them on his own people.
Searching for a reason to start a war to make them look great in the future.
Oh, they did this, they did that in the past (killing their own people). But at that time, they couldn't verify crapola for current WMD.
