There are around 20 states who either fund or require the HPV vacination. It depends on what state you are in what is meant by standard mandated school inoculations.

Circumstantial concerning Perry.
One can only speculate Perry’s motives were based in cronyism, but his decision crossed the line of Liberty which is not disputable. As I have nothing else to go by, I take him at his word regarding motive and regrets which is not the evil his adversaries contend.
Do you really think that $5K, which equals .00017% of his campaign treasury, is enough to bribe him to do something as unpopular as the HPV mandate unless he believed it was the right thing to do anyways?
A more valid comparison point is what Governor Palin believed about mandating vaccines.

I’m a little disturbed at all this anti-immunization talk.
I think the gardisil order that Perry put in place was wrong for many reasons, but primarily because HPV is not, how can I put this, let me say “openly” contagious.
However, we are beginning to have problems with the recrudescence of many very bad diseases, such as whooping cough, because parents are not vaccinating their young children against extremely contagious diseases.
A large part of that is coming from the discredited, but still believed, rumors that vaccines cause autism.
So, I don’t want the baby (vaccinated or otherwise) thrown out with the bathwater.
The point is both states mandated vaccines. Perry changed state policy to allow parents to opt-out much easier. I have found no evidence that Palin did the same to Alaska’s policy.

Actually, no. In Texas you can opt out for matters of ‘conscience’ or ‘conscious objector’. That means if you deem the immunization dangerous to your children.
Palin is jealous? How so? Because when Merck approached her about gardasil, she put the interests and parental rights of her constituents before crony capitalism???
When we were going through this, I found that I couldn’t opt-out my daughter for Gardasil and still allow her to get polio, MMR, etc. It was an all-or-nothing situation. Either we allow all vaccines or she doesn’t get any.
I couldn’t opt-out my daughter for medical reasons, even with a doctor backing me up.
People are saying that Perry later added the medical exemption, but I do believe that was after Gardasil was no longer mandatory. That wasn’t the situation when we were fighting it.
I don’t understand why Perry supporters try to gloss this one over. The guy screwed up. Period. I love Palin, but I think she was wrong to walk away from her governor’s position. In her case, I see enough positives, that I can forgive the negative. I know I’m not going to get a perfect candidate (sadly, they’re all still human), so I’m weighing the pros and cons.
By denying that he even did anything wrong, or warping the resolution (”he fixed it and admitted that he made a mistake”... no, he didn’t) they make the rest of us, who see this as VERY wrong, harp even more.
Why can’t we all admit that this was a dumb move? Then we can compare it to Romney Care (a MUCH dumber move) and say, ‘compared to the other front-runner, he really is the better candidate.’

If you read Palin's emails, the policy is set by the Board of Education, not the governor.
I wouldn’t be bragging about that as a plus for someone who was a governor who has aspirations for higher office.
We are not doing ourselves a favor by accepting the texting shortcuts in written communication as a positive thing. It’s not. It may be popular but there still needs to be standards for professional written communications.
