Even here in the Midwest (Chicago Metro Area) I know of a person who lost a dog (of course it was a very, very small dog) to what we think was an owl.
Our dogs are too large to be prey, but I’ve seen quite a few hawks here in the daytime as well. If I had an ankle-biter dog (fat chance!) I’d be hesitant to let it out alone.

Make an animatronic appearing fake cat.
Fill fake cat with high explosive.
When owl swoops away with fake cat pulls safety pin and fake cat shreds bad owl.
Either that or build a quad 12 gauge autoloader ground to air attack platform with searchlights.

Heres a little tip for the folks in Albuquerque. If ya own a pet the size of a rabbit don’t be surprise if critters try to eat it. Get a bigger pet!

I was coming home from last Monday around midnight and an owl swooped down in front of me and flew down the road just ahead of my truck for about one-quarter mile before turning and heading across a field.

My wife had a cat that got snagged by an owl. He got all messed up, but it looked like the owl didn't fare much better, the cat had blood and feathers around its mouth, my wife guessed the cat managed to bite the bejabbers out of the owl's leg and the owl dropped him.
That was one tough old cat (RIP now). Survived all kinds of stuff.

I was doing some work with the museums in downtown Santa Fe a few years back. Some of the guys told me that while they were tearing down one building to build a new one, they discovered an owl’s nest in the attic that was full of dog and cat collars.
For any locals there, it was a building right behind the Palace of the Governors. This was 2005-ish.
