Here’s my idea of welfare reform:
(document presented in language of applicant).....Public Assistance Implementation and Usage Contract.

This contract, entered into on (date) and expiring on (18 months from implementation date) by the (state agency) and applicant(s) listed herein (must submit names of applicant and children born to her via birth records),allows for the provision of food,housing allowance,child care and education for the purposes of job placement during the contract period,and is understood by all parties concerned that the provision of aforementioned assistance is on a one-time basis,not to be repeated or reinstated at any time for any reason between the applicant(s) and the agency named herein,and is for the aforementioned time period only,and can only be implemented following presentation of documents proving legal citizenship status and a drug screening process,both of which are to be conducted by the agency.

Once legal citizenship status and drug screen results are known by the agency and the applicant and found to be favorable,this contract can then be implemented.The following covenants hereby apply and are agreed upon by both the named agency herein and the applicant(s) seeking assistance (failure of any one of these covenants will be considered a contract breach on the part of the applicant,and will result in immediate termination of the contract;assistance will be terminated immediately and can never be reinstated at any time in the future for any reason:

applicant will submit to random home visits which will be unannounced and will occur during the 5-day work week,normally during the early afternoon hours;

applicant will submit to random drug testing as directed by the agency;

applicant must not conceive,adopt (formally or informally,including family members,immediate or extended) marry or cohabitate during the contract period;

applicant must attend a one-year vocational program via a voucher provided by the agency;applicant must attend each class ( two absences will be allowed during the contract period and a doctor’s note must be submitted upon returning to class for each absence) and a transportation voucher will be provided by the agency for transportation during class hours;child care will be provided by the agency during class hours only.

Once applicant graduates from vocational training, a two-month job-placement period will commence,with child care provided by the agency; Upon applicant’s employment,there will be an additional 4 months of ongoing assistance to allow applicant enough time to establish themselves in their occupation and to make child-care arrangements for after the contract period.

Once this contract has reached its expiration date,the assistance provided,all provisions and covenants and financial considerations as well,will cease and terminate permanently.The applicant is barred from any and all future assistance.

I,________________ hereby agree to adhere to all covenants,rules,etc of this contract. I realize and fully understand that I am bound by this contract in order to receive assistance in any form,and that any violation or breach will result in my not receiving any form of assistance any further. I agree further that this contract was fully explained to me by the agency caseworker and that I will fully comply. (sign & date here)____________________________

Agency hereby agrees to and will implement to the best of its ability and obligations,all covenants of this contract.

(agency sign & date)_______________________

Can anyone total up, line-by-line, the “assistance” that a typical dependent of the state with two children and a non-working baby daddy are “entitled” to?

Welfare
Medicade
Section 8 housing
WIC
Food stamps
Chilren care
Energy assistance

How much and what else?

I happened to catch a Maury Povich show once where this woman had three different guys on the show and she claimed one was the father.

After the paternity test proved negative for the three, she stated she may know who the guys is.

They would have to prove beyond a doubt who the baby daddy was, otherwise they are disqualified as you point out. LOL.

I think you could also add tax write offs in there. $3700 per dependent.

Add to that the EITC of $5036 for 2 kids and $5666 for 3.

$5k of free, tax free money.

My cousin and her husband make about $25k a year. Standard deductions for the 2 of them is $11,600. Personal exemptions for them and 2 kids are $3700 each or $14,800.

That means they pay no federal income tax.

They then get the EITC for 2 kids of $5036.

Their kids go to school. Public schools spend on average over $10k PER student PER year. That might be considered welfare.

How about school breakfast and lunch programs for the poor?

Free ER care. They can't refuse treatment and you can't squeeze blood out of a turnip.

Tack onto that all the private free stuff that they can get - some have it down to a science.

I remember last year they showed the school supply drive on our local TV news. Basically everybody who wanted to donate brought new school supplies (including backpacks and clothing) to the park in the morning where volunteers organized everything for the afternoon giveaway to the "needy". When they showed the afternoon giveaway portion it was like a land rush...a bunch of fat _ssed welfare mommas and their broods. They weren't going through the items and carefully picking out what they needed from a school list - they were toting away everything they could carry (one "lady" was balancing a stack of ten or so back packs still in the plastic). It was a fiasco.

Yes but... what is the cumulative value to a baby momma in pick a state, say floriduh, illinois, new york or soewhere.

Cato institute says about $25,000 a year equivalent job but for what a family or a baby momma with two kids, three, none? Let’s see if we can accurately quantify it. I’ve had hands tell me they could not afford to take a farm or ranch job for $15 per hour in one of the states Cato says is not very high on the welfare chain.

As for school, if you are receiving a benefit greater than the tax you pay then you are a welfare recipient... that counts.

Sounds like you could argue that the people who earn $25k a year working are getting at least:

$0 They pay NO tax whatsoever so whatever public benefits they get that aren’t paid for by sales taxes are SUBSIDIZED by taxpayers.

$5036 EITC
$9.8K x 2 = 19.6K edumacashun

$24,636 per year in direct or imputed income from the public as a MINIMUM.

“free” medical care, they can get what I would have to pay for. My insurance is at least $12,000 per year so now we have a total of $36,636 from the public in direct or imputed benefits.

There are scores of stories you can be indignant about.

The one that took the cake for me was during Kartina when they asked for volunteers to come to the shelters to host the refugees. What this meant was to wait on, cook for, feed, and clean up after these vermin who were largely abusive, demanding, filthy and lazy. There were exceptions of people who tried to do for themselves but not many.

The worst thing about the Katrina refugees is that they came to Texas and stayed.

What exactly are “welfare rights?” Are they unalienable rights like life, liberty, and the pursuit of happiness? Which of the Bill of Rights amendments bestowed the right to welfare on ignorant, indolent, drug addicted, good-for-nothing slobs? Or was it a manufactured right granted by the Supreme Court like in the famous Hoe vs. Wade decision ;>? Sorry, but I never realized I had a right to welfare.
