From the Danish show Detektor, here's a telling showcase of President Obama's mannerisms when he's wheeling and dealing in the foreign-relations arena. This isn't to say that we don't have good relationships with each of these countries, but... the words "indiscriminate" and "disingenuous" do spring to mind (h/t Ace):

Before we jump too harshly on Obama’s obvious incompetence in every area of government by listening to what the Euroweenies have to say about him today, in the interest of fairness, let’s recall that, in 2008, these same Euroweenies believed that Obama was God’s gift to the earth. They were prepared to be shocked and stunned if we failed to elect him as our president.
Today, they mock and denigrate him.
It doesn’t say a lot about their judgement.
