My great grandmother told the story to us as kids that she made a horrific mistake during the Great Depression - she gave food to a few guys in a row who showed up at the house asking for it. Others walking by saw it, and the stream of beggars didn’t stop until my great grandfather threatened violence, because it was the only way to ensure food on the table for my grandfather and his siblings.
Once you get the reputation as a source, the beggars don’t stop coming.
