JCPenney Is Quietly Firing Lots Of Middle Managers Across The Country

Ron Johnson's plan to transform JCPenney continues to roll along, and many of its workers on the frontlines aren't happy about the changes.

JCPenney cut a bunch of middle managers across the country on Monday, according to multiple former managers we spoke with. We've withheld their names for their protection.

This appears to be part of the layoffs announced back in January, but it's unclear how exactly how many have been let go. One source says that the number may now be in the thousands.

JCPenney didn't immediately answer requests for comment, but a spokesperson did mention yesterday that the retailer will be “operating with fewer layers of management."

Here's how it went down, according to one assistant manager who was laid off Monday:

"One hundred store managers across the country were quietly laid off two days before they announced the home office reductions and the call center closing. The rest, phase two, happened Monday. They said it was done purely on year-end appraisal ratings, but someone in my store got a higher rating than I did (and was laid off anyway), and also they changed what the ratings stood for this year, and eliminated performance improvement documentation, so that they did not have to wait longer to do this. If my name or even state comes out I will lose my severance."

Like many retail chains, they appear to go through a Program of the Month. Most of them make some radical change in direction every six months or so. Just to keep shareholders off the trail and save the jobs and bonus of the CEO and top brass for another year.

JCP was an account of mine going back to their days when they were headquartered in NYC. They moved their corporate offices to Plano, TX back in the 1980’s ... and for a few years they remained an account of mine. Many of their executives from the NYC area were reluctant to move to Texas, some resigned, others moved because they were too far along in their career to bail. Always had a great deal of respect for the JCP people I knew ... very professional.

There announcements in the stores in California, have Both English, and Spanish, just like Home Depot. Mexicans and little ole Ladies are all that shop in the ones around here.

The holding company that owned K-Mart BOUGHT SEARS and is still merging operations.

I don't miss Sears ~ they'd given up on selling me stuff long ago.

Ellen has nothing to do with it. Penny's isn't going out of business. They're simply eliminating redundant and obsolete positions.

Have a brief comment and question.

Americans have been told that our economy is tied to the global economy. Have noticed the numbers in job created continues to decline.
Since America's economy is tied to the global economy, are the numbers of jobs being created due to America's economy being presented to Americans as jobs created here in America and the jobs created outside of America, a combined number of jobs, both inside and abroad? Is this the basis for reporting job numbers increases?

I have been with JCP for 3 years now, though not sure how much longer I will be there before they let me go too.

I was a specialty sales associate in suits and made commission as well as an hourly wage. That position was eliminated and I was moved to the cash wrap in the men’s department permanently. When I was removed from commission, they offered me an increased hourly wage commiserate with my pay/commissions, so I stayed with them. I believe I will be gone soon though because I make nearly $4 an hour more than the average cashier.

The vision is to have boutiques within the store so that it is an amalgam of boutiques rather than a large store with different departments.

Not sure how they hope to get a lot of the work done without the middle managers who do the bulk of merchandise placement etc....but will be viewing a video before my shift this morning that supposedly will explain some of it.

I just have to say that I was shocked at the callous way these people were let go. Years and years of loyalty to the company and they were called in and told their position has been eliminated, effective immediately and given a severance check.

Some were eligible for retirement, but all of them were women in their forties and fifties. I also noticed that they were the ones without a college degree.

I was a Penneys shopper all my life, was happy to get the job there when I did since I had been a stay at home mom for over 20 years and not too many places would hire me.

Now, who knows? I feel NO loyalty to them, couldn’t care less what happens. Like a lot of people, I am biding my time, waiting and not at all happy with what has occurred over the last few months.

Ah well, I am grateful for the job and will remain until they let me go.

Ma’am I think they have a plus size section that might meet your needs and a makeup aisle for that 5 o’clock shadow.

This appears to me to be "controlled flight into terrain."

Although, it might be better characterized as kamikazi.

They can't seriously think they are going to gain market share by focusing on one percent of the population. I think maybe they know they're done, so this guy's trying to "go out with style."

I had a part time job at a retail chain while going to school (late 1970s).

The chain was being sold, so some corporate lackeys (seller and buyer) were sent in to oversee the inventory of the store as part of the sale, and they were trading job stories with their opposites.

A former JCP guy retorted on a pay question: "There's a reason they don't call it 'JC Nickel'".

The Penneys in my area always seems to be busy but it’s mostly the Mexican population that lives in the nearby town. Their prices have been better lately.
It’s the Sears that is doing really bad here. The store is always dead with low inventory. We went to get a dishwasher recently. I had researched them online and when we saw it at the store we decided to buy but guess what? We couldn’t take one home, they don’t keep any inventory even though it’s a huge store. What gets me about that is they don’t charge delivery to their store but if you want it delivered to your house they will charge you. Also I can’t stand their checkouts. They ask you tons of questions and spend so much time punching buttons on the stupid cash register that by the time I’m done I never want to go back there.

Imho, hiring Ellen may have been one of the last desperate acts of what appears to be an incompetent and perhaps politically motivated management team. This does not bode well for the company’s survival.

Hopefully it results in less mailings. It’s amazing to me that they announced this big change of advertising that was supposed to result in less mailing, but I get just as much crap from them as before, and they’re BIGGER so it’s costing them more money. Really Pennys, when I need you I’ll show up, if I don’t need you no amount mail is going to change that.

Not yet, they aren't. Usually, these types of actions are the beginning of the end. They've previously sold off the Eckerd Drug Store chain, got out of the catalog business, and closed their catalog stores. Now they are involved in a large scale reduction of managerial positions. In another year or so, don't be surprised if they announce that they are closing their less profitable stores. After that, they'll either seek a merger with another chain (similar to K Mart/Sears) or file under Chapter 11. All of this, of course, is just my opinion. I hope I'm wrong.

Some families are changed forever by something like this

people like axelrod and obama and pelosi could care less what it means to a 50 yr old JC Penny middle manager in a small town to be let go with no notice
