There is a good SF story on this theme, about 10 years old. I’m going to try to look it up. (If I get the time. )

Obama will stop at nothing to extend his presidency. Clearly he is slowing down the universe to prevent a Romney victory.

Professor Senovilla told New Scientist magazine: 'Everything will be frozen, like a snapshot of one instant, forever. Oh, please. At least this helps undermine the silly "there they be dragons" of our time, dark energy.

However, the scientists working on the latest theory say that we're looking at thing backwards.A very accurate description of our perspective.
What we call the present is actually the immediate recent past.
What day is it? What day is it after sun rise.
PS the sun doesn't actually rise, and it's still the same day it was yesterday. Just because every human perceives it that way does not make it a fact.
Time is stretched space filled with matter. It is a plaything of the Creator.

The first time I heard this theory, I was a freshman in college. The guy spouting it was an economics major who read SciAm while puffing on self-rolled tobacco-less cigarettes.

If everything in the Universe slowed down by 1/2 how would we’d know? How fast does the slowdown spread? If the slowdown was by 1/2 every second instantaneously we’d never reach the end of it or even know it was happening.

In fact, they say, time itself is slowing down until eventually, in billions of years time, it will cease altogether. So do I go for the "No interest until 2015" on a new living room set or not? I'm confused. A billion years is kinda soon, ya know.
