Notice that they don’t even bother trying to do this in “red” areas...because that might just be a tipping point.
If the actual goal was to make road use taxes (which, of course, are no longer used for building and maintaining roads) “fair” between gasoline, LNG, methanol, biodiesel, and so on, wouldn’t a large tax on tires be more fair with a corresponding serious drop in fuel taxes? Of course it would - and that’s why it won’t happen.
