No. I come from a law enforcement family and that is simply not true. Others here have also pointed out that while they are required to be certifided every year or two, their range time is on their own dime and time. Local LEs can't afford giving their employees that much ammo. Even the state doesn't. The state's certification consists of having the class go out on the range one afternoon every couple years where they practice a few minutes and then take turns qualifying on two weapons. It's mostly sit down and wait your turn and then leave early when you're finished.

they have the names addresses of every member of Congress, and the Senate, their wives, their children, the school that they go to, all the cabinet members, all of the head officials in Washington, all the officials in state governments.

When a 12 year old with a computer could do the same, that's not saying much about the KGB.

Except it’s not true.

1) These are not purchases for LEOs, it’s for the national government.

2) As I and others have pointed out, local and state LEs practice on their own time and with their own ammo. Certification amounts to a couple hours on the range which can not possibly use up this amount of ammo. Others here have stated the same about the feds.

That’s 1 per 15,000 citizens.
Enough to cause major disruptions as described, but not enough to break us.
Winning takes boots on the ground, and that’s not a lot of boots.

Never mind that during the infiltration process, a whole lot of them would defect. Like just about all.

I read years ago in a MSM newspaper that the Russians had managed to slip into the US a large number of caches of small arms just for something like this. Since the fall of the USSR most of those caches have been lost.

As entertaining as many of the theories are, I’m sticking with the mundane. A billion rounds is a 10-year supply for a reasonable number of armed agents practicing at a reasonable rate. That’s 50,000 agents practicing with 40 rounds per week for 10 years ... using a consumable which has 100+ year shelf life and always rising price, renewed availability after serious prolonged shortages, purchased at the “use it or lose it” end of a financial year, and facing the prospect of severe budget cuts limiting future acquisition thereof.

Given $10,000 in “use it or lose it” money, any here would just as quickly buy 20,000 rounds of premium. Same idea.

Not as exciting though.

...but the reason for large bulk purchases of ammo is that there has been ammo shortage due to war time demand around the world.

An article was posted here stating that in Iraq the ammo consumption peaked at 70 million rounds per year.

These purchases are 10 times that level.

Your theory doesn't fit these numbers.

I remember seeing that movie back in 1966. I also remember an anti-communist news commentator on the radio having apoplexy about this film claiming it was an attempt to make communism look soft and desirable.

Seems the goal wouldn’t be to take over, but just to break the leadership. Sufficient disruption would get US out of the way for other megalomaniacs to get on with their goals. Flaw in the plan is our military would remain intact, and have motivation (and lack of resistance) to carry out lots of well-laid plans.

As described, the disruption could be effective but brief. Some Congresscritter would be recognized as “next in line”, would assume temporary role of POTUS with military backing, appoint occupants of all empty seats, initiate elections (which are operated by the states), and within a few months be back to normal. In the meantime, the entire bureaucratic structure would remain intact and functional.
Upshot: evening news would be buzzing for a while, and a few petty fights would break out, but we’d be back up & running in short order with little change save for some names - and a very bad attitude.

That 50% includes Social Security, Disability, Aid to the Blind, (earned) Unemployment Insurance, and government agricultural payments, which include school lunches and every child on Food Stamps. It is accurate, just like counting every unit in one apartment building is accurate for housing starts. I doubt everyone receiving their Social Security checks would back an invasion and if school kids and the truly disabled do, who cares?

I have also read that Spetsnaz is a shadow of its former self. Our own Special Forces are not an inconsiderable force, but are still few in number, considering the military as a whole. I have known retired SF folks and they would not just be sitting by while something like this occurred.

Invasion could actually unite this country.

What would Russia do with 300,000,000 million armed prisoners once they "captured" us?

If they want to seize our manufacturing assets, they'll have to invade China. If they need slave labor, they'd be better off invading India.

Maybe they want to turn our multi-billion dollar entertainment industry into a leftwing propaganda machine.

As I have read the reports, the vast majority of the ammo is .40 cal, or handgun fodder. I’m not sure about most of us vets, but I’m old and overweight and can’t run fast. So I bought a .308 black rifle so I can reach out and touch the bastards. Also, I have a great supply of ammo.

The 70 million round per year number being tossed around on the Internet is simply incorrect.

The US Military used around 250 - 400 million rounds per year for Peace Time training and limited peace keeping operations in the early 90’s up to 9/11

Yearly US military demand for Ammo since 9/11 has been over 1 Billion rounds per year for every year and is was generally around 1.25 - 1.5 Billion rounds per year during the peak of the conflict.

There has been a serious ammo shortage since around 2004 and ammo prices had doubled or tripled.

It is just now that ammo is becoming freely available and we are also seeing some price reductions as well.

Fun Fact on Ammo use.

Our military averaged 250,000 expended for each terrorist they offed.

This is up from the 30,000 round per VC casualty from the Vietnam conflict.

The 250,000 round number is a statistical average that smears all ammo use over the total number of enemy KIA. However, the political pressure to limit the number of collateral civilian deaths meant that a disproportionate number of enemy KIA in the recent conflict were taken down by Snipers or Marine and Army Designated Marksmen.

These kills were usually made using one shot per kill and almost always less than 10 shots per kill. Our Snipers and Marksmen are darn good and recent advancements in optical sights made them even better.

Taking this into account, the real number is probably more like 500,000 rounds per kill or higher for many non Sniper, non DM engagements. That's a whole lot of rounds expended shooting (or missing depending on how you choose to look at things) to take down each individual terrorist.
