You are right, it's a North American Arms .22 Long Rifle, 1 1/8" Barrel. The notches, as you point out, are "safe" positions to park the hammer so it is not resting on a live round.
I have the same model but I choose to carry it in a more conventional manner. I removed the rosewood grips and installed a NAA holster grip which when folded looks a bit like a cell phone (pager?). When deployed it serves as a grip for more than the one finger I can get around the "birds head" grip that is the standard.
The safety notches are an absolute must for these tiny revolvers because there is no space to spare for a transfer bar type of safety. That being said, it does take steady nerves to manipulate the hammer into the proper resting spot as you must pull the trigger while indexing the cylinder. If your finger were to slip, you could manage to drop the hammer on a live round while the chamber was not aligned with the bore, guaranteeing powder burns and lots of shaved lead splattering around.
I doubt that either of these two druggies bothered with correctly "safeing" the pistol. They used to say that God watches out for "drunks and old men", to that list we can add "drug addled bimbos".
