I have a question, Here's what happened, my daughter is attending college in Colorado, we are the registered owners of the car so, we were sent a traffic cam photo of her and her license play showing no current year tag sticker.
I had her take a photo of the registration and emailed it to me showing it was register. She was also stopped by a local police and he verified it was registered and said he would make a note in her file that either the sticker was either stolen or came off. We got another sticker and mailed it to her.
I have submitted to the Denver police all this and they still say I have to pay $150.00 fine.
What law was broken?
Sure. The Laws and Police are there for the purpose of raising money for the Welfare State.

Does the ticket say anywhere that it is a courtesy notice or does it tell you anywhere to not contact the court?

Or - you could take off from work and spend a day in court hoping and praying you could get off. But you won’t. If anything you might get the fine INCREASED with additional court costs and then where would you be?

As a Denver resident I can tell you that photo cameras have nothing to do with traffic safety, the government’s purported rationale....the cowardly politicians (state and local) who are afraid to openly ask for more tax increases choose instead to come for your money through the back door via “fees”. Here we are supposed to vote on any tax increases so instead these hijacks are deemed fees. So, diminish your opinion of government a little more and just pay it.

Denver cops leave much to be desired. They could not read my proof of insurance and said it had no date on it. I had to take a day off and drive form Cedar City Utah to prove that the cop was wrong. They canceled my court appearance so it cost me gas and vacation and I did not even get my day in court.
In Georgia, if you stop/stall/break down/get held up by cars ahead of you in an intersection with a traffic cam and the light changes and your tag gets “snapped”, you really have no recourse but to pay the ticket. They argue that traffic cams are a safety measure, but it is nothing more than a revenue generator, and a method to track everyone’s movements and don’t think the “courts” aren’t party to the scam.
Why doesn’t someone get a proposition on the ballot to eliminate said cameras? If there are so many in Colorado opposed to the cameras it should be easy.

The reason they still say the fine has to be paid is because the car did not have a current sticker. The reason doesn't matter.
I had a sticker stolen from my car once. In Denver there is a traffic referee you can take the ticket too and plea bargain it down provided you can show you got a replacement sticker. I was told stealing stickers is fairly common so people don't have to have current insurance or pay a registration fee.

What does the ticket itself say? Does it say 'courtesy notice' or 'do not contact the court'? Does it have the address of the court on it?
Of course the letter is going to say that the 'citation' is valid --they want your money!
If the ticket itself says, 'courtesy notice' or 'do not contact the court', or if it doesn't have the address of the court, then it is not legally valid and you can throw it away without worry about legal repercussions.

"May" is the operative word here. Note that it does not say "will" or "shall". Jury summons also use the word "May" when talking about penalties for failure to respond.
Will I receive points on my driving record for a photo speed/red light ticket?
No. Photo Speed violations are zero point Traffic Infractions that are not reported to the Department of Motor Vehicles.
When did you ever hear about a speeding ticket that was a zero-point infraction?
It sounds to me like this ticket is voluntary. Like I say if it has the words, 'courtesy notice' or 'do not contact the courts', or it doesn't have the address of the court on it, then it's a shakedown notice, not a ticket.
