Guy tries to walk off as the officer is writing.
Officer grabs guy.
Guy initiates shoving match and tries to flee.
Officer shoves the guy to the ground, which (being concrete) scrapes him up.
Officer calls for more cops, and the guy is taken to Saint Lukes Hospital.
The end.

Makes sense, but, an adult would have mounted a campaign for a couple of weeks to warn the population that they were going to start enforcing laws completely ignored for 40 years.

I am elderly and can imagine myself being confused and disoriented when being yelled at by a policeman. Perhaps not to the extent of this 84 yo but I may get there. The police know that in today’s America, they must be feared in order that they can control the citizens.
As to the language, I am losing the languages I don’t daily use as I age. English is my only clear language now as the others are not often used.
This is yet another sign of the police state and of the societal impatience with the old who are considered a burden leaching off the youth.
