It was supposed to be a routine traffic stop.
A driver ran a red light at about 3 a.m. in the morning on the outskirts of Brownsville.
However, Cameron County Sheriff Omar Lucio said the driver refused to stop.
Things quickly got out of hand.
Now, former deputy Arturo Ramos, Jr. faces one count of official oppression.
"He handcuffed the driver in the vehicle and put his hands behind his back," Lucio said, "and for no apparent reason, (the deputy) used unnecessary force, knocking the driver of the vehicle to the ground."
Sheriff Lucio is setting the record straight.
"Is it embarrassing to me? Yes. Is it a black eye? Yes," Lucio said.
On the same day Ramos was indicted, the Cameron County District Attorney's Office also indicted County Commissioner Ernie Hernandez, former DPS Trooper Jose Angel Munoz, Jr. and county construction leader Juan Millan Lemus.
Ramos had no previous reprimands, but this serious allegation could not go ignored.
"If we were to hide something like this, then we are no better than the people out there committing crimes," Lucio said.
The sheriff adds the laws they enforce, do not exclude those in uniform.
"Once you put on a uniform and a badge, you're representing the entire United States - you're representing the people."
Lucio said this is an isolated case and hopes county residents will not lose trust in his deputies.
They can trust and they can depend on us, we are here to help them and protect them," Lucio said.

That’s part of being a cop: cops are always wrong for some people. They are also a target! God bless’em. We can’t live with them and we can’t live without them.

Thank God there are still places where the law applies to bad cops.
In what part of Mexico did this take place?
Read the story, watched the film clip. Both are useless as no suggestion of a witness, video or any thing even remotely sufficient to get the officer indicted was presented. If their case case is based on the top cop twiddling a paperclip,better get the city coffers filled to the brim because I know there is a payout in a lawsuit not far behind.
It looks like the mexican state of Texas.
So why was the county commissioner, former trooper, and construction leader indicted? Did they try to cover it up? Would have been nice if the article or video specified the charges against these three.
When I lived in Beaufort, SC in the late ‘80s, the then sheriff used to drive around with his radar on. If he caught his deputies speeding or commiting any other traffic offense and they were not responding to a call, he would cite them. He said it is disheartening to the community and cause citizens to lose respect for law enforcement when they perceive officers feel they are above the law.
I do not hate good cops. This chump was not a good cop. I know it is not easy, but when they put on that uniform, they are held to a higher standard. Being something other than a professional, like it appears this nerd was, is not allowed. I don't know for sure, but I am wondering if the bad ones are now outnumbering the good ones.

With all due respect, speak for yourself! In 45 yeas I have had zero need for law enforcement on any occasion. The cops I have observed have been heavy handed, disrespectful to the citizens they serve, (on many occasions), and are never present in advance of the problem at hand.
I would argue, even the ones who are welcome, e.g., border enforcement, have been rendered useless by politicians.
Just a drain of precious resources.
So investigate him, fire him, and refer the case to the local prosecutor. Then call the US attorney for a 18USC242 indictment.

Don’t jump to conclusions - in New Mexico, a lot a families with names like that like have been in the area since New Mexico belonged to Spain.
Big deal...Millions with similar names have been in the southwest for 10 plus years and don’t speak a word of English. Or will claim they don’t. And millions of those use 3 and 4 different names, depending who their talking to.
Sheriff Lucio might just possibly be one of those very
rare birds.....a GOOD LEO.
