NEW ALBANY, Ind. —Investigators announced charges against three more teenagers in connection to a deadly New Albany fire that killed three children and seriously hurt a fourth.
Cody Cashion is already behind bars, charged with felony murder, but police said three teenage girls were in a car with him when he shot a flare gun into a home, intentionally starting the fire.

No background check and no 4473 required for a flare gun if I'm not mistaken. They're considered a signaling device, not a weapon.
Guess it all depends on what someone uses it for.
