I have run into an unusual situation. I have struck up a friendship with a philipina woman. However she is "employed" as a nanny by a couple from the UAE and is in Baltimore at the moment. The employers have confiscated her passport, work her 7 days a week with no days off or vacations. And pay her a nominal $9.00 per hour except they "hold" the money for her which amounts to $400.00 per week. (I haven't figured out the math on that one yet, since she is technically "on the job" 24 hours a day). What are her legal rights in this situation? What steps can I take to free her from this draconian servitude. Any advice is welcome.

If she takes advantage of the fact that big liberal cities are “sanctuary cities” and gets with a women’s shelter, she loses out on back pay which could be a substantial amount in the Philippines.
Getting her to a safe place is important.... in addition to everything already advised above.
Ok, and here's the cynic: how much money does she want?
Get an attorney that deals with this issue and sue sue sue!
If she’s in Baltimore, a short bus/car trip to the Philippine Embassy in Washington DC, may be the best course of action.
I know the UAE does employ lots of women from the Phillipines to do the same work you described. So, this part sounds legit. As for the rest of the story, I think the Labor Board and/or FBI should be contacted. This may be normal practices in their homeland (UAE) but not in the US.
I am married to a Filipina, so am familiar with this situation. There is not much work there, except for overseas nanny-type work. A lot of the women pay a huge fee to an agency to become employed. I see it basically as selling yourself into slavery. Some of the “fees” that are charged by the agencies amount to an entire year salary. If they are working in the US, then they do have some rights. All bets are off overseas. My wife had a niece that was in a similar situation. I don’t think that there is a lot that can be done, other than to find out which agency she works for and report them to the Commission on Filipinos Overseas. See link below.
Call the IRS. I will be her SS taxes are not being withheld.

And expect her to them everything is A-OK, OKEY-DOKEY.
She is trying to get YOU to give her money.

Yep. Sounds like a scam artist. Law needs to get involved.
Keep out of it... Other than to give her a video camera and suggest she record a week or two of activity as documentation...She needs a lawyer as an advocate...Then she should go to the police/FBI. I doubt that the Philippine Embassy will be any help, and could be a detriment to her claim.
Preferable with a TV crew following her. The sunlight of publicity will help her case.
If they exist and are from the UAE, they’ll get a pass.

My stepson had a Filipina psychic scammer after him for several years, a few years back, when he was in USMC. She WAS nuts. And seemed like her only goal was to try to find an American to “save” her and marry her, get her to the USA.
She could have gotten in via a tourist visa and simply stayed after it expired.
Contrary to popular belief, about 1/2 of the illegal immigrants in this country came here legally but overstayed their visas.
Fifteen years ago we ran into a similar situation with a woman in our neighborhood. This victim was terrified of police involvement because she did lot want to be sent back to her home country where Christians were being persecuted by Muslims. (Imagine that.) Apparently it’s not so unusual here, where there are ao many foreign nationals who have no respect for American laws and American notions of freedom. We neighbors were able to get this lady free and today she is a proud American citizen.

I really don't think that is a motivation. If it is (which I doubt) She hasn't tried to set the hook yet. Believe me I am not niave.
If she is a US citizen, call the FBI. If she is not here legally, the UAE’ers will get the benefit of the doubt in Obama’s Amerika.

Yes, this is basically what they arrested and strip-searched that Indian diplomat for doing. Most likely she entered the country illegally.
Others have already said it. DO NOT GIVE HER MONEY. The story may or may not be legit. One way or another, get LEO involved and get out of the case.

If she truely needs help get her in contact with the feds.
I suspect as others do, she is setting you up for a scam so she can send money back home. Most that have experience with Filipino Women know how it works.
Sounds like her employers are criminals and she is eligible for a U visa. She should contact the FBI and cooperate in any prosecution of her employers. Slavery, believe it or not, is illegal in the U.S. She should also sue for all back wages.

Just get a local hooker. It will be cheaper, and less trouble, in the long run.
Be the mouse in the corner for a while. (I assume you met her in a bar or saloon or prayer meet).See what she does. I think she’s lying through her teeth.
And you’re friends how? She works 7 days a week with no time off but she is contacting you how?
Be VERY weary of this. I know this happens (slavery) and personally know instances of this thing happening with some Chinese immigrants locally a while back.
What’s your motivation in all this? If it’s to be the hero and knight in shining armor to a helpless waif RUN, don’t walk.
If you have ONLY talked to her through facebook or email you are most likely being scammed.
If you met her face to face in public than you already know her friends and she has options through them. One thing about Filipinas when they move to the USA they have a sixth sense when it comes to finding other Filipinas. They always travel in packs and stay very close.
If you are genuinely concerned then law enforcement is your only option. If she’s asking for money, well...
My gut says stay far far away.
But Senor....I do not have my papers.
Then lets go to the embassy so you can get them back.
Just walk away.
