"This is why the whole question of whether he paid his fees is a red herring. The government changed the rules in an effort to drive people like him out of business. Even if he had paid, hed still have had to break the rules to survive. Thats the position bureaucrats put him in. Obey our silly, arbitrary rules designed to protect a desert tortoise that no one can show hes hurting in any way or give up your way of life...."

I’m not going to argue with what you said, but before I inserted a comment resulting from your own I did an internet search for
Washington state sheep ranch
and came up with this
http://www.wssp.org/member_directory.htm
I’m going to assert you explain your comment, as had I relied on that I’d have had egg on my face.
... Well said Norm, You can't keep up : violations, penalties, vaguely written rules that only they can interpret....on and on.
Make more sense. Thanks!
“Amen brother. I used to work with for the National Park Service. They didnt care about history - they literally made historic structures that had never existed out of old parts, whatever they wanted to keep their $$ flowing. “
I have to disagree. I have a cousin, works for the NPS. He loves his work. He maintains old structures, restores found artifacts of structures to his best supposition of the original, and has spent close to 30 years becoming the best he can be at the older construction methods. It is a labor of love for him and many others in the NPS.
(quite aside, riverrun, you out there?)
Found on the Internet (link brings up the organization, but a "404" on the article. It doesn't look like an outfit that would follw this, though. Caveat Emptor):
"BLM and the FS typically spend far more managing their grazing programs than they collect in grazing fees. For example, the GAO determined that in FY2004, the agencies spent about $132.5 million on grazing management, comprised of $58.3 million for the BLM and $74.2 million for the FS.
These figures include expenditures for direct costs, such as managing permits, as well as indirect costs, such as personnel. The agencies collected $17.5 million, comprised of $11.8 million in BLM receipts and $5.7 million in FS receipts." cited from https://www.fas.org/sgp/crs/mi..."
“How did they get regulated off their land? Fail to pay fees? Retire? What are the specifics for each of these ranchers?”
Here’s a 2010 YouTube where Nye County (north of Vegas) Sheriff Tony DeMeo explains their method at 2:50:
“beneficial use”

Just like Nazi Germany and Soviet Russia.
When the Gov owns all the guns, this is what happens.
I was talking about large herds of cattle like Bundy’s ranch has large herds of cattle. Large ranchers had several herds of sheep of about 1000 which is called a ‘band’. Bands of sheep are gone, you only see small herds on farms and these small herds are not the rancher’s sole income.
Thanks for the clarification.
