Um, I hate to state the obvious, but, I think the victims should KNOW whether the “theft” had taken place. It’s kind of easy to check.
I am betting the first American case of penis theft will occur in Caliloona most likely San Fran.

Supposedly a theft of the utility of said genitals vs. the genitals themselves.
Apparently, they "lose feeling" in their genitals.

Funny how in a third world country people are outraged at a guy making another mans penis disappear but in our own white house the first lady goes unpunished! Where is the justice!?
The “cultural” setting would be more likely Memphis, Jackson, Atlanta, DC or Deetroit.
