Qatar has issued a decree advising tourists that leggings are not considered pants and are not modest enough to wear in public.
Leggings have been singled out in pamphlets distributed by the Gulf state as inappropriate attire for tourists in the notoriously strict Islamic country.
The Reflect Your Respect campaign, launched by the Qatar Islamic Cultural Center, has listed some advice and tips for tourists on how to dress modestly in preparation for the 2022 Football World Cup it is hosting. Mail on Facebook

Qatar didn’t want to open that can of worms, labeling women’s clothing is a nightmare, they’re going to find out all about capris and yoga pants and tights and pedal pushers and dozens of other things any sane man would call leggings but they aren’t.
It should be illegal for some people to wear leggings without a girdle.
Leggings is just a cover up name for tights.
Leggings are fine under a dress.

I’ve done a lot of crazy things in my life, but I’m proud to say I’ve never owned a pair of his and her tights.

Can’t see outright banning stuff like that, though I think that all countries should highly encourage the concept that things like leggings or spandex are a privilege and not a right

I know nothing of tourism in Qatar, but they do have the second best rated airline in the world.
It is sad that no American carrier is in the top 25.
I have had three flights on Qatar, stopping in Doha.
For ten bucks you can go into the first class lounge, where you can have ANYTHING you want to eat and drink for free.
That includes liquor and excellent wines. They also have Wi-Fi and even beds, if you want to sleep.
One of the most obnoxious words ever.
