I have seen foreign numbers come up and no one is there. Obviously if I call back, it’s a tolled call.
I even had a call from something like 111-1111 or something

If I don’t recognize a number I just google it. There are a few sites out there that have users comment on what it is. Usually the scam sites are on them, but I don’t see this one. The best site seems to be 800notes.com

I've read recently that there's a scam out there where someone calls you and leaves no message.If you call that number back it turns out that your phone number is charged $10...$20...or more.

Might not even originate in California. There are some websites where you can report scam calls. Someone in one of those sites traced the call to Egypt.
