In this talk, Dr. Paul Newman tells the story of how scientists and policy-makers safeguarded the Earth’s ozone layer and the world we avoided by by regulating chlorofluorocarbons (CFCs) . Back in the 60s, we used chlorofluorocarbons, a chlorine-containing chemical, in everything from hairsprays and deodorants to foam products and air conditioners. But in 1974, chemists Sherwood Rowland and Mario Molina published a paper claiming CFCs were destroying the ozone layer. The Molina-Rowland paper launched a debate in the scientific community that ultimately led to the halls of the United Nations. Today, more than 191 countries have signed the Montreal Protocol— a treaty that regulates the use of chlorofluorocarbons—and the ozone layer is on the mend. But the story has taken a new and unpredictable turn as the class of compounds that replaced CFCs act as greenhouse gases.

A simplistic phrase meant to make the low-information types think they understand something that they don't, the same way the phrase "greenhouse gas" is used.
And then you say "the science is settled" as if a simplistic metaphor explains it all.
Out of one side of their mouth, they insist that anything that decreases ozone in the atmosphere is evil.

Well, not exactly confused. Their purpose is all too obvious.
If we destroy the ozone layer, we fry. If we protect the ozone we add greenhouse gasses and bake. BUT, if we turn all our wealth over the UN, everything will be just fine.

I have long heard the theory that the "Ozone" problem came about as a result of the patents for freon expiring and Dupont needing to recreate their monopoly and ban everyone else from using the old formula.
Don't know if it's true, but it has the ring of truth about it. It sounds plausible to my increasingly cynical mind.
But that the "Ozone Hole" scare was complete made up bullsh*t I do not doubt, and I think you are right. The "Ozone Hole" scare was a warm up for "Global Warming" bullsh*t.
Ozone has health impacts, hence the ozone warnings around cities, ozone in the upper atmosphere reflects UV radiation back into space (albedo effect) so it helps keep the lower atmosphere cooler and blocks UV .
Ozone can be a two edged sword....
AFA CFCs depleting upper ozone, who knows, science is always finding out how much it really did/dopes not know, at least with rational scientists at the controls...
MS in Env Sci (and no, I did not swallow the pills they handed out at the outset of the program- I barely graduated, but earned a 3.95 GPA, but was the only candidate asked to defend my thesis before the department-earned an A minus in Environmental Processes concerning Lead on firing ranges, at age 52).
Of course if NASA is controlling most of the earth-monitoring satellites, then it seems like they are going to be involved in monitoring the Earth.
