I wanted to post this to show the reason we have a 2nd amendment. One of the greatest dangers in histories is a dis-armed people ruled by an unchecked armed government. The body counts speak for themselves.

I met Ida Amin in the early 80’s....He was a charming guy...spent about 2 hours with him one-on-one.....
Of course, I knew he was a ruthless killer and a horrible human being but in a non-threatening environment, he was a very charismatic person.....

Agree with the general theme; however, I do believe Augusto Pinochet got a bad rap because communists had to divert attention from the economic miracle he created by following the advice he got from Milton Friedman.

Actually, the American presidents during WWII could theoretically be up there and that would be fine with me.
But they did it for the good of the country and not themselves.
Dresden bombing and dropping atom bombs were pretty ruthless :)
No problem with the A bomb, a little bit of a problem with Dresden.

I disagree about Franco and Pinochet. They were tough and ruthless, and I probably wouldn’t want them to rule me. However, they were fighting Communists the whole time they were in power.

In the 'rankings' of these rulers, we have those who have killed hundreds (Mary I & Elizabeth Báthory) to those who killed tens of millions (Hitler, Stalin & Mao). Perhaps a better measure would be per capita deaths which would, I think, put Pol Pot at the top. Still it is those who were secure in their power who gave free exercise to sadism, cruelty and slaughter that I hold most evil; Timur the Lame, Elizabeth Báthory, King Leopold II, Talat Paşa, Hitler, Stalin, Mao & Pol Pot.
