Look into San Francisco and California future. You will find a coming realization that any business, government agency, school, bureaucracy in general will have to be comprised of the appropriate mix of women, minorities, gays and transgenders, and the very last thing that will be gauged is service and productivity.
By that time, it might be advisable to give the damn state back to the Mexicans.
