Why Bush? His poll numbers have flat-lined. If Bush's numbers were below, say, Fiorina's, then a FAX would have gone out to Fox from the GOPe and their criteria would have instead been "In order to make the primetime debate stage, candidates had to place in the top six seven nationally out of an average of five recent polls or in the top five six in Iowa and New Hampshire."
In other words, whatever it takes to get their boy tippy-toes onto the stage.
