George Harrison was prescient. But IIRC, the taxes in Britain were off the wall. Another line of the song goes ‘If 5% appears too small, be thankful I don’t take it all’. The income tax on higher earners, like The Beatles, was 95% in the 60’s.

A friend in PA says she had to pay a “moving tax” when she moved. (She had to move as the owner was selling the place.)

Don’t people who own property pay for their own water? The amount due is based on their usage during the billing period. Are they taxed on their water bills, or do they pay some city fees already, like sewer? I’ve never owned a home, but have always rented so any water usage has been included in my rent.

People’s water bills should cover the cost of service, including externalities such as any environmental fixes the state deems necessary. Since water is delivered as a public utility, the rate structure must also cover new capacity and service extensions. If there’s a deficit, why not just increase water rates by the amount necessary? Why a new, separate tax?

I thought that was what the utility bill was for. Silly me. I know user fees or assessments can be levied based on run-off produced. This is done as part of drainage control. But for the use of water going into the home? I’ve not heard of this being done before. It might work to require a separate meter for outside spigots, taps and limit that usage when there is a drought.
