The "coaches" referred to here are "college coaches," meaning people parents hire to "coach" their kids on college admissions. Help them study for SATs, help them with their applications, help them write their essays and personal statements, etc.
Except in this case, the "coaches" were hiring proctors to fill in the SAT and other standardized tests for the children they were hired to help.

Well, the SAT is very vulnerable to coaching, if the coaching program is good.
I got 1526/1600 on the original SAT with no prep and no coaching - but that’s just me. I have seven kids, and have given advice to lots of families (I was on a medical school admissions committee for a number of years - people would come to the door pushing strollers for advice LOL).
The SAT is the most important variable for any white kid who is not a Division I athlete. SAT “bands” totally define and kids “safety”, “apply” and “reach” colleges. A band is like, 1100-1150 = these schools, 1151-1199 = a different group of schools.
There is no question that a good coaching/practice program = +200 on the combined SAT. 400? I doubt it, but I suppose it’s possible.
Whether any of this means anything is very questionable. Other than who your daughter marries, and leaving out Harvard-Yale-Princeton-Stanford and the tech schools, where your kid goes is probably of no importance. It CERTAINLY does not deserve the importance that most families place on it - and the hysteria appears to be building, year after year.
Of course, it’s also well known that a nice contribution to the Harvard Capital Fund will get your kid in no matter what his grades are.
I recall (a long time ago) being told that the typical Arab Oil Sheikh could get a son of his choice in for a contribution of $15 mil. That was like 35 years ago. Price probably quite a bit higher now.
I could say the same for the one here in SC.
Why would they have to do this? No university will turn away a cash paying applicant.

During the Teapot Dome trials, one guy was convicted of receiving a bribe that another guy was acquitted of having made.
In the instance at hand, criminalizing efforts to get one’s kid into a good school where Asians and Caucasians are trivially denied entrance is churlish.
Oh, yes they will. Most colleges are now need-blind. My daughter and son-in-law have their kids’ tuition all saved and ready to go. I asked my son-in-law if the fact they won’t need any aid will help them gain admission and he said no. He’s pretty well acquainted with college admissions as he works for a private school.
$500k for a state school! Fools.
