If you lived closer to your neighbors I would say that it’s just one of theirs that the configured to not transmit an SSID.
Maybe one of your neighbors has his router in his attic and it transmits further than average.

Install the app “WiFi Analyzer” on your Android phone. It includes a power meter like with a ‘beep beep’ sound that you can walk around and point your phone. The closer to the WiFi source the faster the beeps.
Its pretty cool, sort of like walking around with a Star Trek tricorder. “Captain, I found it! Over here!”

My in-laws have the same issue is the reason I asked. It was caused by their TV Setup. The TV is configured by a mobile app and I had to connect their phone to it. The second network was from that WiFi direct connection. The TV will let you attach on it’s own little router. It may be from a printer or some other similar device. I haven’t bothered to track it down yet. They have a NETGEAR AC1900 router.
Then again it might be the Chinese.
