Plus, the elevated levels are in the vicinity of the virus epicenter. If it was only industrial pollution, then there shouldn’t be a big difference between the Wuhan levels and the rest of China.

Except the levels of SO2 near Wuhan the epicenter of the virus have increased recently compared to the rest of China. In your scenario Wuhan shouldn’t be showing a noticeable increase in levels and should be roughly the same, while other parts of China show a decrease.
Clue #1: Windy.com. does not track sulfur dioxide, and none of the Windy.com's maps for Wuhan show anything close to the image twitter.

Currently, the real time World Air Quality Project shows Wuhan's SO2 level in EPA AQI equivalence as a 6, varying between 3 and 14. I don't know how to convert that to other measures. From the WACQ data, Wuhan's SO2 pollution looks pretty low compared to the other types.

Yes. Why would they try to treat those people who are being carried away, screaming? Who would ever know what really happened to them? And getting rid of them “early” saves money, as well as helps to reduce the potential spreading of the virus.
This country has a history of un-apologetically murdering 60-120 million of its own citizens for political reasons.
I don’t think it is a stretch to think they would murder millions of their own people to keep from looking bad to the outside world.
Coal power plants are typically the largest source of sulphur dixide emissions. No doubt those are all still operating.
