... and if the executive order states that gatherings must be limited to 10 or less, how do they plan on seating a jury (of 12) where the accused gets to face their accusers?

They were (1) exercising freedom of speech, (2) exercising their right peaceably to assemble, and (3) exercising their right to petition government. The state police had better exercise "restraint" when facing the purest exercise of our God-given First Amendment rights.
