The ongoing closing of libraries and playgrounds is idiotic. Even in normal times, people in libraries are generally spread out and not all crowded in one spot. Same with playgrounds, unless you are talking about organized sports. Even then, you are associating with a small number of people, almost all of them low-risk from the corona virus.

Each neighborhood should get some barricades and signs, and declare themselves to be autonomous. That seems to be the easiest way to open back up.
Short version: Local governments can not selectively allow and deny right of assembly. Allowing peaceful protests (riots) while enforcing lockdowns denies the rights of those locked down.
