The flight landed in Wilmington stayed an hour and then flew onto DC. If you were flying to DC from Indiana, you would go direct. You wouldn’t fly into Wilmington ( it is such a tiny airport) unless you were meeting someone. Perhaps he met Biden and then flew up to DC to meet with PElosi and Schumer.
