This alone demonstrates "diminished capacity" (ie.: Mental Illness and deficiency) by whomever made the request for indiscriminate, heavy duty, automatic crew based weapons.

It is a declaration of war against 'We the People' demonstrators, most of whom were peaceful (98%), and did not invade, or threaten the Capital.
