Did you notice that he passes an electronic scanning/cloning device held in his right hand, over the microphone and Police Radio on the belt of both Officers?
That was his purpose in approaching the Police AFTER being repeatedly ordered to disperse and leave the area.
Gugino had absolutely NO valid reason or right to even be there, and was a criminal in commission of a Felony by being there.
