There is some, limited ability to shift a few percent around. Example is less gasoline more diesel / heating oil in the winter. Shifting which intermediate streams are sent to chemical plants is another. However, more than that would generally require building new units and making very substantial changes.
Refineries are even limited to which crude oils it can run. That is because everything must be balanced. Shift from heavy crude oil to light crude oil as an example, would change the balance of intermediate streams and some units would be left with too little to process and others with too much to process. Therefore refineries are designed for certain kinds of crude oil, and a general mix of products.
Changing the input or changing the output means major capital investments.

Because people call it "fossil fuels." It implies "peek-oil" when that is a myth and has been a myth when it was first used. The earth mantel is a giant gasifier.
Everything on that list of oil products can be made from any organic material. Wood, charcoal or anything organic.
