They weren’t in what is considered a public area, like a city street or park. They were in a residential area where homeowners don’t expect people from other places to hang out or to take pictures of their property or family members.
If someone doesn’t want their picture taken, it’s only polite to not do so.

As for getting your picture taken, one cannot walk or drive down a street without getting their picture taken by a Ring doorbell camera.

I live in a private association with a private beach. Last time I was there, the security guard asked me for ID to prove I lived there. Newsweek did not write an article about this, the shame!
