I would suggest...besides the drug-tourists...a fair number were mentally incompetent or paranoid schizophrenic types who also figured out that warmer temperatures and law enforcement, allowed them to just hang out.

Never heard of rough sleeper to describe “someone whou sleeps out doors rough, usually homeless”. Guess that’s like undocumented alien...

On the other hand I have a nice home, great bed but I sleep rough. I toss and turn all night so I’m offended by being lumped into the same category as homeless people 🤣

Being "drug tourists," it seems these folks are actually making rational and self-serving economic decisions. Go to where the product is. Go to where the funding is.

They seem to be able to find the products and services they want. Quite rational.

Where's the news about these homeless in the middle of the Mojave desert or atop some mountain pass in winter? They are not nuts. From an economic decision-making perspective.
