Waterboarding was always a staple in some American and NATO POW training, for instance International LRRP School used to do it.
I think classic torture can be useful in limited situations but a 9/11 terrorist would have been given over to the real pros who would have used more sophisticated interrogation methods than brutal physical torture.
It’s not about the voltage; it’s the current that kills. I got stuck on 2 phases of 230VAC years ago and it was a euphoric experience due to attenuated current. Not that I’d want to do it again, but it’s still just about the amperage.
