I am grateful to all the NRA members for their continued support. I am honored to forward you the following NRA-PVF endorsement I received today,
Senator Jackie Winters.
NRA Political Victory Fund Institute for Legislative Action 11250 Waples Mill Road, Fairfax, Virginia 22030
March 31, 2004
The Honorable Jackie Winters 3282 25th Street SE Salem, Oregon 97302
Dear Senator Winters:
On behalf of our four million members, the National Rifle Association Political Victory Fund is proud to endorse your candidacy for the United States House of Representatives in the 5th congressional district of Oregon. During your tenure in the Oregon legislature, you have been a strong supporter of the Second Amendment and have demonstrated a dedication and commitment on this important issue.
Based on your record in the Oregon legislature as well as your responses to our federal candidate questionnaire, you have earned an A rating from the NRA-PVF. We are extremely grateful that, unlike your opponent in the primary election, you took the time and effort to complete and return our survey. Our association and its membership rely upon these questionnaires to help them evaluate candidates for public office to determine which ones are in fact Second Amendment supporters, and failure to respond is a clear indication of indifference, if not outright hostility, towards law-abiding gun owners and sportsmen.
Good luck this year and we look forward to our continued relationship.
Sincerely,
Charles H. Cunningham Director of Federal Affairs

Jackie Winters, a black female state senator in Oregon, is seeking the Republican nomination to take on Democrat Darlene Hooley in a district that Bush carried 48.5%-47.0% over Gore in 2000. The district includes many rural areas, and Jackie's NRA endorsement will help her get votes from blue-collar Democrats who know that their right to bear arms is under attack from Democrats in Congress. Jackie Winters is the type of common-sense conservative who can defeat Hooley, who is way too liberal for her district. If elected, Jackie Winters would be the first black woman ever elected to Congress as a Republican, and will serve as an example to the millions of black conservatives and moderates who are trapped in a Democrat Party that does not respond to their concerns. God willing, Jackie will win the primary and defeat Hooley in the general election.

I have already sent a contribution to her campaign, and if she receives enough donations to compete with Democrat incumbent Darlene Hooley, Jackie Winters will take the seat for the GOP and become the first black female Republican elected to Congress. GO, JACKIE, GO!

The NRA endorsement is always huge in a primary, and if she got it there, it must be a clear difference on that issue since they usually stay out of primaries.

Honestly, what are her chances? Can you tell me the history of the district?

I read that Bush won the district. That says something, but not all that much. Bush won West Virginia too, but anybody who's challenging Robert Byrd isn't going to win. Sad but true.
I was looking for things like how long has the D been there, how big has he won his elections, and other things.

Jackie Winters has the potential to be a major celebrity if she wins. FEC reports for the March 31 filing deadline will show how her fundraising is going.

The D in Winter's (my) district is Representative Darlene Hooley, who the press loves. I've voted for her in the past, but next time I will vote for Winter's Republican primary opponent. I've seen her make too many bad legislative decisions.

Hooley hasn't been there that long---I think she was first elected in 1998. Before her, there was a liberal Democrat who somehow was able to hold on to the seat for years. The rural areas in the district are traditionally Democrat, and the college town of Corvallis is extremely liberal, but the Salem area and the Portland suburbs are Republican. If Winters can get the usual GOP margins in the suburbs, run as well as one would expect a state senator from Salem to run in the Salem area and tread water in the rural areas (where her NRA endorsement will help), she should defeat Hooley.
