They should start cleaning up everything except the bodies of the terrorists. Leave the bodies there to rot with armed guards standing by to make sure nobody takes them to be buried.

My guess is that they'd only need to do this a few times before there were a lot fewer volunteers.

The problem is that Jewish canon law demands prompt burial and respect for remains. After an explosion, the remains of the Islamikazis are so mixed in with their victims that only by treating all remains with appropriate respect can the law be satisfied.

The mostly-Orthodox volunteer service that cleans up after suicide bombings is called DAKA. Often after a bombing, they'll spnd hours scraping bits of blood and flesh off rafters and out of cracks.
