that the Justice Department was using FISA warrants, instead of normal criminal investigative techniques, as a means of short circuiting civil-liberties protections. This was the same klinton regime that tripled the number of FISA "national security" wiretaps, but brought forth no cases. They were doing domestic "black bag" wiretaps while claiming these were foreign intelligence operations, thus bypassing any oversight.
