A lot of people change their minds over the course of 32 years.
Especially on this subject. But usually with some kind of announcement of a change of position, explaining the change.
With Kerry, on any question of flip-floppery, the following formula applies:
1. Kerry is a committed leftist who genuinely believes in the left agenda completely. And that's what he will actually work for and vote for as a politician (see his career in the Senate).
2. Kerry is a committed egoist who wants to win at all costs and will publicly adopt any position temporarily if there is short-term electoral gain to be had.
In my opinion, he doesn't really flip-flop in the Klintoonian sense. King Klintoon was a true flip-flopper. He believed in nothing but his own personal power, and would say anything at anytime to anybody to project his Klintoonish image.
JF'nK also cares very strongly about his own personal power, but also harbors a far-left agenda, just like his soul-sister Hitlery.

As a state's rightist (anything to decentralize power from the Fed except in matters of defense/security) I hear that rationale all the time - equally as much from my friends/colleagues who are pro-choice who tell me "You're not really pro-choice because under state's rights, some states would outlaw abortion" as from my friends/colleagues who are pro-life who say things similar to the line I quoted from your post.
While I cannot stand JFK II, I must admit that his pre-flip views on state's rights vis a vis abortion mirror mine. To me, abortion is one (albeit a huge one, as is reflected by the moral arguments, protests, counterprotests, etc.) in a long line of issues pitting the power of the Fed versus the powers of the States.
In this regard, I feel the same way about "Gay Marriage." Decentralize power from the Fed - and certainly do not give it MORE power over the states! God forbid!
However, from GWB's perspective, I do not believe JFK II's latest waffling flop is going to cause too much pain. The pro-lifers will go with Bush.

This is a case of priortizing one's principles. I, too, abhor Big Government. However, if the federal system means anything at all, it means protecting the most helpless among us.
A person that is pro-life----meaning they oppose the in utero killing of unborn children----would catergorically reject a state's rights position b/c it's still killing even if only a number of states are legally performing abortions.
Yes, staunch right-to-lifers will stay with Bush. However, my point is that Kerry's nuanced state's pro-abortion rights position wiil siphon off votes b/c Kerry's intent is to confuse and misinterpret the particulars of the issue.

But most have changed their minds in the opposite direction of Kerry. "Pro-abortion" 30 years ago, against now.
