Although I don't live in his district, as a Californian, I'm embarrassed by Tom Lantos (and Maxine Waters, and...well, in the California Dem delegation there are too many to name).

Well, here's something to consider...Oil For Food began in 1996 apparently. Whose idea was it? Who set up the plan? How soon did the theft start? Was theft the real reason for the plan in the first place? And more than oil and money was involved. The humanitarian end was also rife with problems. Cheesy supplies that cost more than they worth. I'd like to know what our pols knew and when. According to Gardiner this morning, there were suspicions about Oil For Food as early as 2000.

Don't know whose idea it was, but Kofi Annan and his minions set up the plan. Theft began almost immediately and increased both in scope and brazenness as time went on. It didn't end until Saddam was toppled last year.

Hmmmm..Oil-for-Food
Agreement: Although established in April 1995, the implementation of the programme started only in December 1996, after the signing of the Memorandum of Understanding (MOU) between the United Nations and the Government of Iraq on 20 May 1996 (S/1996/356). The first Iraqi oil under the Oil-for-Food Programme was exported in December 1996 and the first shipments of food arrived in March 1997.
Security Council Resolutions on Iraq
15 August 1991 - "Oil-for-Food" - Authorizes proceeds of limited sales of Iraqi petroleum and petroleum products to be paid into an escrow account for the purchase of foodstuffs, medicines and materials and supplies for essential civilian needs.
Resolution 706 (1991) on the situation between Iraq and Kuwait

Some good questions you've got there. Good luck in trying to find any answers to them.

Yes, I was thinking the same thing. Will the records found in Iraq be sufficent for the investigation to continue?

Good grief, is there never any controlling legal authority?

He resigned his post after 34 years because of the starving children in Iraq.IIRC, he blamed the sanction's imposed by the UN.

Basically, as of the end of phase X (Dec 2001), only $17b. worth of contracts have been recieved in Iraq, despite approximately $30b. having been approved by the UN sanctions committee. This disparity cannot be explained by the $5b. in held-up contracts, but the difference between contracts approved and contracts delivered. It could a matter of bureaucracy, of either the Iraqi govt., the UN, or problems with the contractors.

Be very careful touting KPMG. They are known as crroks who seel fraudulent foreign tax shelter schemes and scams to wealthy individuals and corporations.

The Iraqi governing council is not a den of boy scouts. In fact Bremer had documents in Iraq pulled from KPMG and certain members of the governing council to protect them, i.e. KPMG was hired to cover somebody's ass.
