Until that time, the Iraqis must be 'sensitive' to our customs and dictates as we are the powers in charge.

If we have an incompetent female (or male) General in charge, then the system will correct the problem. I am sure that if Condi Rice was President now the Arabs would find it unacceptable to be occupied by US Armed Forces under the command of a female Commander-in-Chief. So I guess it's not "shocking" for Arabs Muslims to rape and sodamize women prizoners (Jessica Linch, Ronda Corman) or even male prizoners (SAS Sargent Andy McNab and his men) or to set people on fire and drag them and hang them and tear them into pieces.
