What does "to date" mean? It sounds to me like that means we have been finding them here and there for a while but other than the one on the side of the road, it hasn't been publically announced. That is a much different situation than if we just stumbled across 12 of these today.
Clarify?

Correct. Saddam in possession of WMDs produced BEFORE 1991 is apparently not a threat to the US or the region. I fail to understand the logic of that argument, but what do I know?
