I'm new to TM, and don't know what all has been posted in the past (I'll check it out)....but How about HomeLand Security advertizing and offering REWARDS for any citizen reporting a threat, that turns out to prevent an attack (IE someone see's a person leaving a suitcase (nuke) by the subway, and it gets reported immediately and taken care of by authorities.
Kind of like making every citizen a 'bounty hunter' for terrorists....
