There's been a slow but maybe growing stream of articles up on Google News if you do a search under Kerry's new national security doctrine: The "Global Test." As of this writing, just 51 articles mentioning Kerry and the "Global Test" came up, but will it move into the mass news cycle (i.e. thousands of news articles)? The White House is already on this message which is good.

On the subject of pre-emptive war, John Kerry said: “The president always has the right, and always has had the right, for preemptive strike.” But, then he went on to say: “But if and when you do it, Jim, you have to do it in a way that passes the test…that passes the global test.”
This is good news. I just got back from a 90 minute meeting and now I see over 100 articles now up on google news mentioning Kerry's "global test" line and Bush's criticism of it. It's in the news cycle!
I think Cheney et all will ramp up Kerry's BIG mistake. Kerry told us what he thinks (ie we need UN approval).
Just for kicks, did the Googlenews search and it shows 951 articles!
